linking up of the two lines: say that it is of great importance to Hong Kong that through connexion should

if possible be established: and that Lord Crewe

would accordingly be glad if Sir E. Grey would instruct Sir J.Jordan to give any assistance in his power to

the Governor.

Say however that as at present advised, and in view of the financial position of Hong Kong the Secretary of State does not think that Hong Kong should lend the £40,000 suggested, even if the Chinese Government are prepared to link the lines on these terms: and send copy of our despatch to Hong Kong to Foreign Office for information.
